In the settings panel for iCloud for Windows there is a section called Bookmarks.
It defaults to Internet Explorer!
There is an option to select Firefox instead but when I do (& click 'Apply') it tells me that the iCloud Bookmarks extension for Firefox is required.
I am already aware of this & have installed this Firefox iCloud Bookmarks extension previously.

I'm using iCloud for Windows on Windows 10 Pro. iCloud goes in a never ending loop, demanding that the extension be downloaded and installed and then not working -- so it demands the install be downloaded.
What a colossal waste of time!
I refuse to use Google Chrome (or Microsoft Edge/Chredge), but I cannot find a browser for a Windows machine that will let me Sync the bookmarks between Safari and the browser.
Any suggestions?
I noticed that the last update for this extension is supposedly 3 years ago.

Seemed to presume a few things. First, it alphabetized my bookmarks (the ones carefully arranged in a specific order in my toolbar). Then, as I was fixing that, it just started rearranging them and creating duplicates.
I deleted all the changes and restored my backup. Might have been a conflict with Firefox Sync. Alas, we'll never know since Firefox is my primary browser and I trust open source over closed overall. - Rated 1 out of 5by Firefox user 13156396, 4 years agoObwohl iCloud-Lesezeichen Addon und die passende Version von iCloud für Windows (8) installiert, erhalte ich immer die Meldung "iCloud-Lesezeichenerweiterung für Firefox erforderlich". Ich habe das doch installiert. Verstehe ich nicht. Unter Chrome und Internet Explorer tut sich auch nichts.
